The President’s National Drug Control Strategy

The National Drug Control Strategy was announced by the Bush administration during the first quarter of 2002. It is believed that the strategy was devised because of the perceived loss of â€Å"the national will to fight against substance abuse. † This perception resulted from a dismal situation recently occurring in the country. For instance, the findings of the â€Å"Monitoring the Future Survey† which was conducted by the University of Michigan showed that 26 out of 100 eight grade pupils admitted to trying illegal drugs at one time or another. In addition to this sad reality, it was observed that many drug dependents in the United States do not get the treatment required to help them get rid of their addiction. Faced with such a grim state of affairs, President Bush declared his belief that â€Å"the time has come to re-energize the national movement against illegal drugs †¦[by making up] lost ground in the fight against drugs by applying the lessons of our recent history – emphasizing a balance between supply and demand reduction effort† (U. S. Office of the Press Secretary, 2002). It is clear, therefore, that the President’s intention is not only to reduce the use of illegal drugs in the country by reducing the number of drug dependents, but also to trim down the supply of drugs entering the country. To achieve this twofold objective, the strategy was based on the following principles, namely: â€Å"stopping drug use before it starts; healing America’s drug users; and disrupting the mark et† (U. S. Office of the Press Secretary, 2002). The strategy maintains that in the struggle against illegal substances, every citizen has a vital role to play in â€Å"stopping drug use before it starts. † This could be undertaken through education as well as community-wide efforts. Specifically, the strategy emphasizes that everybody should be an advocate for responsible citizenship. In other words, wherever he or she is, e. g. in the home, in schools, in his or her church, or in the place where he or she works, a standard should be set to reaffirm this value. In this connection, every individual should do everything to convince everybody to reject the idea that the decision to use illegal drugs is an individual freedom. In the home, the parents are expected to instill in the minds of their children that illegal drugs is evil and would destroy them and their future. The educators should also teach the same value in schools while church authorities are counted on to preach the devastating effects of drugs (U. S. Office of the Press Secretary, 2002). To backstop the efforts of schools and the community, the Office of the President granted an additional $10 million to expand the operations of the â€Å"Drug-Free Communities Support Program† of the Office of National Drug Control Policy (ONDCP), aside from creating a â€Å"Parents Drug Corps† with a budget of $5 million (U. S. Office of the Press Secretary, 2002). In addition, increased funding were also provided to other ONDCP projects, namely: $25 million to the drug testing of students for the year 2003 (a whopping increase of $23 million); $145 million to the anti-drug information efforts of the â€Å"National Youth Anti-Drug Media Campaign† for its 2005 expansion which would â€Å"include information for teens and parents to promote early intervention against drug use. † The media campaigns are aimed at changing the beliefs prevailing among American teenagers concerning drugs. Meanwhile, the ONDCP said that the additional $10 million budget for the â€Å"Drug-Free Communities Program† would be able to finance an additional 100 community coalitions who would work for the prevention of drug abuse among young Americans, especially in depressed areas of the country (U. S. Office of National Drug Control Policy, 2004). The strategy also aims to â€Å"heal America’s drug users. † To accomplish this goal, the budget for the â€Å"Substance Abuse and Mental Health Services Administration (SAMHSA)† for the year 2003 was set at $2. 35 billion, increasing it to $2. 49 billion for 2004, and $2. 4 billion for the year 2005. Of particular interest is the increase of more than $100 million in the 2005 budget of the SAMHSA—Access to Recovery (ATR) program. According to the ONDCP, this will provide financial assistance to drug dependents who wish to avail of â€Å"clinical treatment or recovery services† on a case-to-case basis (U. S. Office of National Drug Control Policy, 2004). Extending additional assistance to drug dependents would be complemented with the creation of â€Å"a new climate of ‘compassionate coercion’† to get drug abusers to enter the government’s treatment programs. Compassionate coercion would be carried out with the help of the criminal justice system and the circle of family and friends of the drug abusers. According to the President’s strategy, it is now time to â€Å"confront drug use – and therefore drug users – honestly and directly† and every effort should be exerted to urge abusers to â€Å"enter and remain in drug treatment† (U. S. Office of the Press Secretary, 2002). The drug courts program of the Office of Justice Programs was likewise granted an increase of $32 million from its 2004 budget, raising its 2005 funding to $70. million. According to the strategy, this funding increase would improve the chances of success of the drug court programs by widening the scope as well as increasing the quality of the services provided by drug courts. The strategy explained that the drug court programs are serving as alternative solutions to imprisonment which utilizes the â€Å"coercive power of the court to force abstinence and alter [the] behavior† of drug dependents (U. S. Office of National Drug Control Policy, 2004). In other words, under the strategy, the criminal justice system is interested more in treating and rehabilitating drug abusers rather than putting them behind bars. To further enhance the capability of the criminal justice system in the task of treating and rehabilitating drug abusers, the President’s National Drug Control Strategy also increased the budget of the National Institute on Drug Abuse (NIDA) from $960. 9 million in 2003 to $990. 8 million for 2004 and more than $1 billion for the year 2005. NIDA is the agency which is tasked with conducting research activities concerning the problem, specifically â€Å"on the nature of addiction, development of science-based behavior interventions, medications development, and the rapid translation of research findings into practice. † This initiative clearly spells out one of the most important roles of law enforcement in the drug policy of the president: that of treating and rehabilitating drug dependents (U. S. Office of National Drug Control Policy, 2004). Another, equally important role being played by law enforcement in the drug strategy of the president is that of â€Å"disrupting the market and attacking the economic basis of the drug trade,† thereby reducing, if not entirely eliminating, the supply of illegal substance available in or entering the country. For this purpose, at least six government agencies were enlisted, namely: the â€Å"Drug Enforcement Administration (DEA); the Organized Crime Drug Enforcement Task Forces (OCDETF); the Immigration and Customs Enforcement; and the Department of State† (U. S. Office of National Drug Control Policy, 2004). â€Å"Disrupting the market† means that law enforcement agencies have both domestic and international missions. In the domestic scene, they are tasked not only with arresting drug suppliers and rounding up drug abusers, but also with intensifying the security of our borders to make the entry of drugs more difficult. In the international level, law enforcers are directed to seek out and destroy the supply of drugs in the countries of origin like Colombia, Venezuela, Bolivia, and other countries (U. S. Office of the Press Secretary, 2002). The strategy considers reducing or eliminating the supply to be of paramount importance because less supply would mean that the substance would become more expensive and thus less available to Americans. For this reason, law enforcement agencies has been focusing not only on the â€Å"agricultural sources† of these illegal substances but also on their organizational set-ups, the transportation systems of suppliers and distributors, their â€Å"financing mechanisms† and their processing methods. Adequate knowledge of these things would enable American law enforcement agencies to destroy the drugs at source and easily intercept those that producers are able to ship out of their bases of operations (U. S. Office of National Drug Control Policy, 2004). The President’s National Drug Control Strategy should be regarded with respect not only because of its awareness of the importance of treating and rehabilitating drug abusers but also because it has correctly pointed out that the complete elimination of the sources of illegal substances is one of the keys to the elimination of the drug problem in the country. The effectiveness of the strategy could be measured in terms of the reduction in the number of drug users and dependents in the country and the reduction or elimination of the supply of illegal substances in the market. Reducing the number of users without eliminating the supply of illegal substances would never be effective since new users and abusers would always crop up.

Producers have to use materials as custom says, so they may not be able to use them as they would like to. And since they go by tradition, people can’t really change or have any say in the basic economy questions, or how they’re answered. If a study did not provide a strategy that was novel, it was eliminated. The goal was to find diverse articles that represented slightly different aspects of the issues. Also, in the interest of diversity, articles that examined medical imaging in the context of medical student education were examined as well. Of interest were the most innovative strategies for teaching medical imaging students, including those who are in medical or dental schools, along wi th those seeking a 4 year degree. Also of interest were articles that focused on radiographers, and the kind of training that makes specialty radiographers competent and well-versed. I was also interested in finding articles that provided a comprehensive look at some of the basics that need to be understood, as well as articles that speak on policy issues surrounding medical imaging education. Combining the focus of these lines of inquiry came up with the best overall view of the question at hand. The articles that were selected were global. Thus, the articles are representative of global strategies. Of interest was whether certain countries are using techniques that are effective and might not be as well-known in this country, and whether these techniques can be imported to this country or whether the techniques would work best because of the culture of the country from where the study originated. Developing Information Essay I chose to put a very limited amount of information on my front page because I wanted to attract the readers attention simply. I placed Oxfams logo on the front page, because I knew that as soon as people saw the logo they would know which charity my leaflet was for. I spread out my chart all over one page because I thought the statistics needed a lot of space to be seen clearly. My text is fairly well spread out. I dont want to put too much text on one page because I am aiming my leaflet at teenagers and if there is too much text on one page they will lose interest and not bother to read my leaflet. My page orientation was landscape because that is how leaflets are usually set out and I wanted my leaflet to be just like any other leaflet about a charity. My paragraphs are short with a fairly large font because I was afraid that if I put too much text in a small font my target audience would not bother to read it. My centre columns in the middle are 10mm apart. This will allow enough room when I fold my leaflet in half and it will make the text in the leaflet seem more logically spaced out, and not bunched up at the sides. I put in sub heading to make it easier for people to find what they are looking for in my leaflet. I also changed the colour of my subheadings to green so that it stands out from the body text and matches the colour of the Oxfam logo. All of my margins are 20mm. This is a good number because I know that the printer wont print any of my work if it is in a 15mm margin or less. I chose an image of a short poem about poverty. The late Mother Teresa wrote it and it really made me think about the poor people in the world and what we can do to help them. Hopefully this image will have the same effect on my target audience. I chose an image of smiling children to show people what the poor children could look like with their help. I think that my leaflet will be suitable to my target audience because I have used only a small amount of text, but it gets straight to the point. So even if my target audience does have an incredibly short attention span, they should be able to read my leaflet with ease. The images are bright and eye catching. I was quite pleased with the outcome of my end leaflet but then thought of ways to change to so this is what I did: Leaflet 2: I think my second leaflet is better than the first because I broke up the text a bit more to make it look more appealing and to make it easier to read. I also changed the font to a more attractive font. I enlarged the picture because I thought the picture had true meaning to what the charity was all about. I also enlarged the contact numbers and addresses on the back page because it will hopefully entice people to contact the charity and find out any extra information they need to know about donating or any queries they may have. I reduced the size of my statistics chart to make more room to move around my text. The chart is still easy to read. So it still fulfils its purpose in making the audience realise just how many people are living in poverty in our world today. I did not see the need to change the page orientation because my leaflet is supposed to be produced landscape. I didnt change the size of my centre columns or margins, because I thought that the present ones were suitable. I left my subheadings in the same green colour because I thought it was good idea to make them stand out. I left the image of the smiling children on the back page because I thought it was a pleasant way to end the leaflet. Leaflet 3: I decided that I didnt have enough information on my leaflet so I changed it again. I left my front page and back page because I thought they were suitable for my target audience. I entered another paragraph of derived text from my paper-based resource. I added more subheadings so that my audience would know what they were reading about and to make the leaflet more consistent. I had to change the font size from 14 to 13 and I changed my text to normal instead of italic. I think this leaflet looks the most appealing and has the most information so I am going to choose it for my final idea. I also decided to change the front page of my leaflet because I thought it looked a little plain and might not entice my audience to pick it up and read it. I added another image to make the front cover look more interesting and to attract my audiences attention. Leaflet choice: I am going to choose leaflet 3 because I think it has the most information and the most relevant size font and graphics. It is the most suited to my target audience and I think it looks the most appealing.

By offering flextime, youll gain increased productivity and worker satisfaction, along with decreased absenteeism and turnover; all great money-savers for the company. Flextime helps create a happier, more satisfying workplace, too. Two Stroke And Four Stroke Engine To understand the differences between a two stroke and four stroke engines, we need to know how the four stroke engine works. In four stroke engine there are four stages: Intake: The piston travels down the cylinder while the intake valve is opened to allow a mixture of fuel and air to enter the combustion chamber. Compression: The intake valve is closed and the piston travels back up the cylinder compressing the gasses. Combustion: The spark plug ignites the compressed gas causing it to explode, which forces the piston down. Exhaust: The piston rises up the cylinder as the exhaust valve is opened, allowing the piston to clear the chamber to start the process over. Each time the piston rises and falls it turns the crankshaft that is responsible for turning the wheels. This is how fuel is converted into forward motion. The spark plug doesnà ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒ ¢Ã¢â‚¬Å¾Ã‚ ¢t fire in each revolution but instead fires once every other revolution. A camshaft must alternately tip a rocker arm attached either to the intake or exhaust valve. The rocker arm returns to its closed position according to the movement of a spring. The valves must be seated properly in the cylinder head to avoid compression leaks. Now that the four stroke engines mechanism is explained, it is inevitable to learn about the two stroke engine. The main difference between the two engines is that all four stages in the four stroke engine are integrated into only two phases, one downward stroke, and one upward stroke. Intake and exhaust are both integrated into the compression and combustion movement of the piston, eliminating the need for valves. This is accomplished by an inlet and exhaust port in the wall of the combustion chamber itself. Induction: the piston travels down the cylinder head, and it applies suction to the air-fuel mixture and exerts it into the cylinder. Compression: as the piston travels up to the top of the cylinder head, it applies pressure to the air-fuel mixture from the inlet port in the top of the cylinder head, making the air-fuel mixture ready for igniting by the spark plug. Ignition: the spark plug ignites the pressurized air-fuel mixture (otherwise known as the compressed air-fuel mixture), sometimes referred to as the power stroke. Exhaust: as the piston returns back to the top of the cylinder head after the air-fuel mixture has been ignited, the piston pushes the burnt gases out of the cylinder and through the exhaust system. Transfer Port: The port in a two stroke engine that transfers the air-fuel mixture from the bottom of the engine to the top of the cylinder. two-stroke-exhaust.gif 0003EDA6CENGIZ B9A1592C: Fig2: 2-Stroke engine After the fuel and air experience a relatively small explosion, the piston is driven down to the bottom of the stroke where the exhaust port is uncovered. Most of the gases are driven out in this phase. This process is easily seen with an outboard motorboat, evident by the multicoloured oil slick surrounding the engine, but it happens with all two stroke engines, which is considered one of the disadvantages that makes a designer overlook the use of a two stroke engine in their design. And that is because this process itself (along with burning oil) creates pollution and fuel efficiency issues. Development The idea to build a two-stroke engine goes back to the year 1879. But this engine became a qualitatively good product only after many years, when the German DKW company accelerated its development. Because of its disadvantages compared with the four-stroke engine, the two-stroke engine is used practically just in a small range of capacity, e.g. in small motorcycles considering that the processes involved in the two stroke engine only require the use of a small amount of parts and chambers, and that is why they are used in small applications. Formerly the engine was even used to power tiny cars. The main disadvantage of the two stroke engine would be the loss of fuel and oil (as oil is mixed with fuel, or induced with fresh air to lubricate the piston). And this oil is burnt and sent through the exhaust, as some of the fresh mixture would leave the combustion chamber unburnt. This would basically cause more emissions and dirtier exhaust that would damage the catalytic converter. In recent years, the re-appearance of direct fuel injection (as it already existed in diesel, and 1960s petrol Mercedes), is the main cause of this interest. As direct fuel injection (meaning the fuel injector would be in the combustion chamber such as the spark plug, and would induce the fuel directly in there, as opposed to standard injection where fuel is induced in the intake manifold on top of the valve). This direct injection would limit the fresh mixture loss in exhaust. The thermal post combustion: there is an air pump, called secondary air pump, pumping fresh air into the exhaust when engine is cold. As on cold starts you have a very rich mixture, meaning raw fuel leaving through the exhaust. The fresh air induced, along with the high temperatures of the exhaust, would cause the fuel in exhaust to burn, this would render the emissions cleaner, and would heat up the exhaust faster for the catalytic converter and oxygen sensors to work (as catalytic converters and oxygen sensors need temperatures around 600 degrees C to operate and clean the emissions). This thermal post combustion would clean the remaining raw fuel or hydrocarbons, and heat the catalytic converters and oxygen sensors, so they always work at optimal temperatures. Problems of the two-stroke engine Actually, the two stroke engine should perform twice the performance of a four stroke engine with the same cubic capacity. Although it is just possible to gain a performance that is about 50% better, but still the reasons are obvious; the cylinder cannot be filled up with the same amount of fuel as in the four-stroke engine, because the individual strokes are separated not so clearly which will reduce the amount of space and eventually reduce the capacity for carrying more fuel. If more fuel is induced, it leaves the combustion chamber through the ejection pipe without being burnt. Many concepts were developed to provide a better expulsion of the exhaust in way that the fresh gas doesnt leave the combustion chamber. Though all these inventions, the filling of the two-stroke engine is always worse than in the four-stroke engine, which loses fresh fuel only because of the overlap of the valve times (both valves are open for an instant). Beside these performance-technical problems, ther e are also increasing difficulties with the environment. The fuel mixture of the two-stroke engine often gets shifted with a certain quantity of oil because of the necessary lubrication. Unfortunately the oil gets burnt partly, too, and harmful gases are expulsed by the engine. Two stroke engines already have a lot of advantages over the standard four stroke engines Two-stroke engines do not have valves, which simplifies their construction and lowers their weight. Two-stroke engines fire once every revolution, while four-stroke engines fire once every other revolution. This gives two-stroke engines a significant power boost. Two-stroke engines are lighter, and cost less to manufacture. Two-stroke engines have the potential for about twice the power in the same size because there are twice as many power strokes per revolution. Disadvantages of 2 Stroke Engines: -Two-stroke engines dont live as long as four-stroke engines. The lack of a dedicated lubrication system means that the parts of a two-stroke engine wear-out faster. Two-stroke engines require a mix of oil in with the gas to lubricate the crankshaft, connecting rod and cylinder walls. Two-stroke oil can be expensive. Mixing ratio is about 4 ounces per gallon of gas: burning about a gallon of oil every 1,000 miles. Two-stroke engines do not use fuel efficiently, yielding fewer miles per gallon. Baldwin’s Effects of Narration and Analysis in â€Å"Notes of a Native Son† Personal stories and descriptions of major events are narrated throughout James Baldwin’s works as he analyzes the nature of the relationship between white and black America. The marriage of narration and analysis are especially evident in Baldwin’s essay, â€Å"Notes of a Native Son.† As Baldwin describes his father and their relationship until his father’s death, he simultaneously comments about the relationship between white and black America. Baldwin compares the events of his experience with concurrent American events to conclude about the nature of his personal relationships and the relationship between races; namely, that one must come to accept the reality of mankind, yet must strive to fight the injustice inherent in mankind’s nature. Baldwin begins with a brief description of the 1943 Detroit and Harlem riots and his father’s funeral. Both riots were centered on resistance to injustice, while the death of Baldwin’s father marked the end of oppression in Baldwin’s life as seen later in the work. These two events juxtaposed in the opening paragraph propose the questions that Baldwin works to answer by the end of his essay. Baldwin concludes his opening paragraph with â€Å"we drove my father to the graveyard through a wilderness of smashed plate glass† (63). The first question is â€Å"why death?† while the second question is â€Å"why resist?† Baldwin’s father is never named in the work but is always referred to as â€Å"my father.† This ambiguity allows Baldwin’s father to play dual roles throughout the work as both the oppressor and as the oppressed, symbolizing both white and black America. Almost immediately, Baldwin points out ... ... one must acknowledge mankind for what it is and the associated injustice without reserve; however, one must also resist the injustice inherent in mankind. This applies to the struggle between races as well as it applied to Baldwin’s relationship with his father. The initial questions proposed by â€Å"Notes† are answered in a general warning: hate breeds death and destruction, so resist the injustice where hate is conceived while accepting the unjust for who they are. It is through both personal and general experiences that Baldwin arrives at his final conclusion, offering a warning to society and the individuals within: hate only causes destruction and must be put aside before positive gains may be achieved. It helps you focus on the risks that really matter in your workplace – the ones with the potential to cause real harm. In many instances, straightforward measures can readily control risks, for example ensuring spillages are cleaned up promptly so people do not slip, or cupboard drawers are kept closed to ensure people do not trip. Risk assessments are important as they reduce the risks of accidents and ill health to you and your employees that could be very costly both physically and financially. Explain the steps to carry out a risk assessment. Identify the hazards. Consider how people may be injured in the workplace. Be pro-active and examine the potential hazards, whether they are short or long-term. Typically, bites, scratches, puncture wounds by needles etc increase the risk of infection. – drainage, such as nasal mucus or pus from open sores Person-to-person A cold can be caught by shaking the hand of a person who has a cold and who has just used their hand to wipe their dripping nose. The mucus from the nose will be teeming with cold virus particles such as the rhinovirus, which causes one third of colds in adults. Once the cold virus particles are on the hands of the second person they are contaminated and the virus can be transferred into their nose by their fingers. Contaminated blood or other bodily fluids Hepatitis B and HIV can be spread through sexual intercourse or sharing used syringe needles contaminated with infected blood. Saliva A cold or the flu can be caught from the saliva of an infected person when you kiss them. Air Measles, mumps and tuberculosis can be spread by coughing or sneezing. A cough or a sneeze can release millions of microbes into the air in droplets of mucus or saliva which can then infect somebody else if they breathe in the infected particles. Food Microbes need nutrients for growth and they like to consume the same foods as humans. They can get into our food at any point along the food chain from ‘plough to plate’. Therefore great care must be taken at every stage of food production to ensure that harmful microbes are not allowed to survive and multiply. If they do they can cause the unpleasant symptoms of food poisoning such as sickness and diarrhoea, when the contaminated food is eaten. Microbes can be spread from one food to another during the preparation process, for example by unclean hands, or dirty kitchen utensils, and cause illness when those foods are eaten. This is known as cross-contamination. Water Some diseases are caused by drinking water that is contaminated by human or animal faeces, which may contain disease-causing microbes. Clean water, hygiene and good sewerage systems prevent the spread of water-borne diseases such as typhoid and cholera. Insects Insects are responsible for spreading many diseases. Malaria is spread from person to person by certain species of female mosquito carrying the protozoan Plasmodium falciparum. The parasite enters the human host when an infected mosquito takes a blood meal. Bubonic plague (Black Death) is a bacterial disease of rodents caused byYersinia pestis. It can be spread to humans and other animals by infected rat fleas. People usually get plague from being bitten by a rodent flea that is carrying the plague bacterium. Insects can also transmit pathogens to food; house flies are very good at spreading Salmonella and E.coli O157. They feed on faecal waste and transfer microbes from their feet and other body parts to food. The microbe does not invade or multiply inside the fly. Fomites This is a non-living object such as bedding, towels, toys and barbed wire that can carry disease-causing organisms. The fungus Trichophyton that causes athlete’s foot can be spread indirectly through towels and changing room floors. The fungus thrives in the damp warm environment found between the toes. The skin between the fourth and fifth toe is usually affected first. A flaky itchy red rash develops. The skin becomes cracked and sore and small blisters may appear. If the infection is left untreated it can  spread to other parts of the body. Entry of infection into human body A human with an infection has another organism inside them which gets its sustenance (nourishment) from that person, it colonizes that person and reproduces inside them. Organisms may enter the body in one of three ways. The digestive tract – swallowed in food or water. The respiratory tract – breathed in the air.
